I am trying to understand why this user is not showing up in the list of committers to the proposal.

It turns out he isn't in the Puzzling page either, even though his user page shows the commitment.
Related question: It is not obvious enough when committing that your commitment is only counted if you confirm your email address.
If the commitment hasn't been confirmed so that it can show up on the list of committers, then it should not show up on the user's page, except with some sort of little red badge indicating "awaiting email confirmation". Otherwise the user has no way of knowing that they haven't completed the commitment process. New Area 51 users making their first commitment are not actually told to expect a confirmation email, so if it gets caught in their spam-catcher, they will never confirm it.
Now this guy will miss out on the private beta.
Please take this question as a feature request for such a little badge.
