The (computer science) education proposal is intended for educators. It's focused on designing a curriculum and evaluating ways to teach a concept.

As a student, you're more likely to be interested in the computer science site proposal. This is where questions like “I didn't understand … in today's lecture and my books and web searches didn't help” would belong.

I think the computer science education proposal is too narrow. The example questions are mostly technical questions that would fit perfectly on the general computer science site. Less technical questions about teaching have their home in the educators site.

Note that subject-specific questions about teaching (e.g. "How do you present AVL trees to freshers?") are typically entertained on the subject's site. – Raphael Jan 4 at 12:14
