What's the difference with already existing Startups.SE?

What kind of questions are on-topic here which are off-topic there?

"Startups" is quite restrictive, but I don't know this SE well. Would "As a jewelry store owner in France, how can I propose "vente en détaxe" to tourists?" be on-topic there? – Franck Dernoncourt Apr 1 '16 at 13:36
    
When Startups was proposed, I actually suggested to widen the scope to include small businesses. The answers might give you some insight into what overlap the founders of Startup saw. – Philipp Apr 1 '16 at 21:34
    
It's stupid that they locked that question. Honestly, startups should just be a tag in "business". I think stack exchange gets way to fragmented with micro niches. I assume this group allows all business that are not "start ups" and probably start ups too. I hate the term "start up" btw. A Mom and Pop is a startup that never took off because it didn't get any venture capital. – Nick 2 days ago
